Huge difference in CPU temps between programs?

Speccy says I'm at 41c.
Speedfan says I'm at 27c.
Core Temp says I'm at 37c.
CPUID says I'm at 40c.

Is there a reliable way of measuring, say with a laser thermometer? I've got one but never tried it. Don't know where to aim it. The Scythe Ninja heatsink feels barely warm! I use a 120mm fan and tried it at 5 volts and 12 volts. Almost no difference in temps. Does it matter what side the fan is on? The motherboard is not mounted in a case at the moment. I'm pretty sure the temperature used to be barely over ambient temperature but now its way above.

A laser thermometer won't work because there is simply no way to reach the CPU die with it.

Core Temp is usually on point. Speccy and CPUID are likely telling you the package temp, and Core Temp, obviously is showing the core temp.

Can you take a screenshot of SpeedFan?

Also, you want the heatsink fan to be on the side opposite from the rear of the case, and you want it facing the rear of the case, so it pushes air through the heatsink and towards the rear exhaust fan. I know it isn't in the case yet, but just saying.

And the heatsink temp isn't going to be the same as the CPU temps.

I thought the laser could hit very awkward areas but is the sensor underneath?
What is "package temp" mean? I thought it was just measuring the CPU like the others. No other temps are remotely as high as Speccy's CPU readings for both cores.
And why would anybody care about the heatsink temp? Isn't the CPU temp what we're interested in? I somehow doubt the CPU heatsink is going to melt. :)

The sensor is on the die, which is under the heatsink (the metal part) of the CPU, so you can't use a laser to measure the temps.

Package temp is essentially the temp of the whole die, rather than just one core. It's a separate sensor from the cores.
