What does it mean to POST a graphics card?

If you are able to read my previous posts I am having trouble with an R9 290 Double Dissipation Graphics Card. When I called the XfX customer support the guy recommends that before we get into the process of me shipping it to them to have it fixed/replaced that I should bring it too a local computer store and have it "Posted". He said this was a test that took no time, and should be offered for free if the business thinks they will earn a customer. The call cut out though before he could explain to me what a "Post" is. I would like a explanation or a link to one about this before I bring it into the store. I don't want to be walking in there and let them know I have no clue what is going on so they don't up-charge me.

Post is basically see if it starts up in one of their rigs.

Computer posts as it should = it starts up and all hardware seems to work, can access BIOS or dos or whatever. Boot/boots/booted is when the computer has started its operating system.
