Dual monitor screen flicker and glitch?

Left uses HDMI and right uses DVI.
I've tried everything possible except for trying a new video card...
Does this mean it's a video card issue?
Sometimes my right screen (the new one), flickers horizontal lines frequently too, especially when I'm idle. So it's almost definitely my GPU..but it works fine if I restart...but every time I boot up (not including restart), it happens.
I have a MSI 7950 TWIN FROZR III 3GB.

No, both does. It's always the left screen, but when it happens and I unplug the left screen plug, it moves onto the right screen. I already tried to switch the connection. I even tried VGA, same thing.
The GPU may be dying but my games are running fine and my screen didn't permanently flicker like that until I got my 2nd screen.

I can't. I've completely removed my ATI drivers and reinstalled them. I'll see if it happens again....If it still does, the solution is to reboot the computer manually....I guess until my GPU dies? It's been only 1.5 years. I can't afford a new gpu (assuming that I'll upgrade if this one dies) now.
