Can't open Task Manager.

When I try to close it in notifications in toolbar it just re-appears in my toolbar. I try to kill it in CMD with the command "taskkill /f /im taskmgr.exe" and it just makes another task manager in my notifications. I try to start it again in CMD, CTRL + ALT + DELETE, and toolbar but it doesn't appear. Help please, thank you.

It seems like a virus.
Try download smth like one-time antivurs (like drweb cureit), restart in Safe mode, and check the system.
Also try to check your system start-up applicationa something like Autoruns
