Fan Suddenly Spinning Too Loud/Fast

Hey guys, I've read various threads here regarding fans, no cigar for a solution so here I go.

Yesterday all of the sudden my fan became very loud. I was not using any demanding programs, I was just watching a stream on Twitch using Chrome.

I restarted my computer to see if that would solve my problem but nope. The fan would quite down, then get loud again. This went on for about two hours and now the fan is loud and has been up until this moment.

I opened up my case and cleaned the insides with a compressed air can. And I also reapplied the thermal paste onto the heat-sink on the motherboard as it has been about 4 years since I have done so.

After I did this, the computer started up quiet but the fan began to rev.

Thanks for the reply. I did check the BIOS, the fan setting is "CPU Smart Fan [Enabled]" and its on Auto.
Should I change the % down from 100?

The other options besides Auto for the CPU Smart Fan Control are "Voltage" and "PWM".

Also, Im unfamiliar with SpeedFan, I only installed it today because that is what others have recommended me to do, I dont know how to play around with it, if that matters.
 
If your CPU fan wire has 4 wires(most likely), you would want to set your CPU Smart Fan Control to PWM. After selecting PWM, other options may become available for Silent, Full, and maybe another mode or two. Try switching to Silent, save changes, and exit the BIOS. Your fan should spin down accordingly if things are working properly.

I only have three options for the CPU Smart Fan Control, "Auto". "Voltage", and "PWM".
My CPU fan does have 4 wires. I have set the option for PWM but nothing has changed.

Alright so the problem seems to be fixed, here is what I did since my last post: I called it a night and turned off my computer while I slept for 8 hours.

This morning I turned my computer on and the fans are much quite than before. They also seem to be working correctly since I can now adjust the speeds of the fan successfully. I still might have to replace them since they aren't as quite as before, and removing the stickers of all the fans, I saw that I would not be able to drop oil in them to make them smoother. I could still hear the fan slowing and speeding up slightly.

Hopefully my fans don't act up again, but if they do I will note what activities I was doing on the pc when it did.
