Choke Spikes every ~13 seconds, happens in most games. What's the problem?

Hey, I've been having an ongoing issue for months. When I am playing a game (ex: Counter Strike: Global Offensive, Battlefield 4, Team Fortress 2) on my PC, I seem to be getting choke spikes that happen about every 13 seconds. When this spike happens, my character rubberbands to previous locations in the game. My ping in game spikes from ~20 to ~60 in a split second, and goes away for 13 seconds. I have replaced my wifi adapter, cpu, and gpu with no luck. What is causing this issue?

Other computers on the network browsing the internet hence the random spiking, unstable router, other programs doing background jobs, bad WiFi antenna that is getting some bad interference (note that all antennas are different if the laptops are different, IT WILL NOT CHANGE IF YOU CHANGE THE WIFI CARD). Also, god damn man just do the wired connect test for the sake of finding what is causing the issue. If none of this works you could always try bridging your computer to your bro's with a Ethernet cord.

That shouldn't be the problem because my brother (right next to me) is also connected to WIFI on his PC, yet his games run completely fine.

As I said, I've replaced the wifi adapter, so that can't be an issue.
