CM Hyper EVO 212, HIGH TEMPS? (40 idle, 90 prime)

I installed the CM Hyper EVO 212 on my FX 6300 and the temps are worse than I could imagine. The idle temp for non overclock is 40°C and when I stressed it with Prime95 it went up to 90°C in less than 5 minutes. I reinstalled it 4 times, checked if the thermal paste is fine, even taken out the mobo and making sure its making contact with the cpu and from what iit looks like, it is but for some reason it isnt transfering heat? when i was running it at 90°C there was just lightly warm air coming out of the block and the copper pipes were just a little bit warm.... I have no idea why this is happening, please help me :eek:

My setup:
Motherboard: MSI 970A - G43
CPU: AMD FX-6300
PSU: Energon EPS-650W

GPU: Gigabyte R9 270x
SSD: Chronos Max Deluxe 120Gb
HDD: WD Blue 1Tb

EDIT: The first time i installed it, I applied way too much thermal paste, because i didnt know about the rice grain rule, but then i celaned it off with a rag and water and then applied the rice grain rule... Is cleaning it off with water and a rag bad?

Room temps are 25°C, In my case (BitFenix Shinobi Window) I have 2 intake fans and 2 exhaust fans...

What does XHY mean :/?
 


That's the OEM for your PSU. Likely initials for something Chinese. That doesn't mean it's bad, just unknown.
