Custom PC Won't Boot After Motherboard Replacement

So not too long ago my PC stopped booting up. Its a custom PC, custom parts. Its lasted 4 years. A thread I posted here led me to believe it was the power supply dying. So I bought a new one, same wattage. Good reviews. Same issu . The computer only booted up when I had the PSU switch on and plugged the long white bit with the power/reset button, the case LEDs, the alarm. The power button did nothing. So I replaced the motherboard with the same kind as what I had: an Asus M4A78T-E. I followed the manual to the letter. Power button works, PC start . But it doesn't beep like it usually does, the fans don't speed up after the bee . Just slow, quiet, running with a faint sound of something I can't describe. It just wasn't smooth. I found out it was the disc drive. But the HDD light stays on, the disc drive opens. The video card fan stays on, the PSU does too. The liquid cooling system runs very quietly and the separately attached fan for the cooler doesn't run. It just starts and then stops every few seconds, like it can't find the power.

Two memory cards, both the same, Corsair xms 2GB each. They're in the orange slots but I've tried them in the black. Can't remember which ones they were in when it worked.

The person who helped me build this is now estranged, so I can't ask for help. So any is appreciated.

Keep in mind this issue happened because I always used the PSU switch to shut the PC off. I've tried with both power supplies, turns out the old one worked fine.

On the board, the following plugs are occupied.

ATX12V straight from PSU
PWR_FAN by the cooling system on top of the processor
CPU_FAN by the standalone fan that goes on the back over the CS's vent
EATXPWR by the large cable with the 24 holes
SATA 1 connected to the HDD
IE1394_2 by something on the front
White connector with the cases cables plugged into it
Long L shaped stick cable on the hard drive
Long thick cable from motherboard to disc drive.
Video card in the board, one of many PCI-E cables plugged in.

Idk if its okay but I just plugged these things in from the power supply with the first matching bits I unjumbled. I dunno if you have to have a specific way to do it.

As I said, help is appreciated. Sorry its so jumbled. New tablet so its a hassle enough to type all this out, let alone organize.

Same deal as before. CPU cooler works, PSU works, motherboard works. The fan is still nudging every few second .

Cpu cooler is still slow and on low power thoug . Its quieter than it should be
 


And you have removed graphics card. Pretty much only have 24 pin mobo power, 12v CPU power, once stick of RAM, and a motherboard speaker (to hear the beeps)?

If it fails to do a POST beep, then you either have faulty mobo or PSU. Be prepared to return those. It's exceedingly rare for a good working CPU or stick of RAM to suddenly go bad, so we can just about rule those out.
