Boot Failure? Hard drive failure? (PLEASE HELP!)

I have been having some major issues with my pc lately. For some reason almost every time i turn on my PC the hard drive starts making a spin and stop noise over and over and over again.It fails to boot after this. I eventually get it to stop and boot up in a variety of ways it seems to want a different way each time. The first way being re securing all the wires and cables inside the PC. The second being a constant Ctrl + alt + Del and the third way being unplugging the disk drive. Today i also figured out that whenever i insert a disk into the DVD drive my hard-drive begins to make the spin and stop noise over and over again and my PC crashes. I am honestly stumped at what is going on. This happens every single day and i don't know what to do and it is really starting to get on my nerves.

Prepare a bootable disk using this link (download .iso, insert blank disk into drive from a working PC and use burning software to burn image to disk. If the PC has Win 7 or higher the ability to burn iso files is built in: right-click the iso and select option to burn to disk)

Boot from it and run the tests
