How can I POST and acess BIOS if the motherboard is dead?

That's pretty much the question.
I've bought a new mobo and after installing it, I tested it, and at first it didn't even post! Did some research and started it again with only one RAM stick and no video card. This method worked and it posted and I was able to enter BIOS, problem is: either if I don't enter BIOS or after I exit BIOS, I am directed to "Startup Repair" which then leads to nothing useful. Startup Repair has run multiple times, the first time took about 20 minutes and came to no problems found, shut down. Ever time after that it runs for about 10 seconds with the same result. If I forego Startup Repair and try to boot, I get about halfway through the "starting windows" animation and then restarts automatically.

tl;dr: How is it possible to acess BIOS on a dead mobo?

That PSU is so not enough for that system. 400w? please get a decent 550W or more PSU if you are going to OC.

Changing the sata mode.

GO to BIOS --> Advanced --> SATA mode (change value)

It's not a dead motherboard. There's something wrong with your power supply or the GPU or maybe in RAMs since when you remove them you could get to post. For startup loop, try changing the value in the SATA Mode ( AHCI / IDE) And see whether that overcomes the startup problem.

If not try a system restore via Startup repair.

Also can you give us your full spec so that we can see what's really wrong with it?

So sorry, I always forget about that

CPU/APU: not OC'd, Intel Core i5 4460 3.2ghz

Motherboard: ASrock H97M Anniversary

RAM: ASint 2gb ddr3 1333

Power Supply: DX-400WPS 400 watt

Graphics Card: yes OC'd, ASUS Radeon HD 7790 1gb @ 1200mhz

Hard Disk Drive: 1TB Seagate @ 7200rpm

Solid State Disk Drive:

Operating System: 64 bit

So these are the specs, not of the board I'm using (old one) but of the new one (problem child). Now, I've come to accept that it's unwise to OC my GPU with this power supply, so I've brought it back down to stock, if that makes any difference. I don't thinks it's the RAM as I have three of the same kind (6gb combined) and I've tried all three one at a time, and the same problem is there, also I'm using all three atm and they're all recognized and functional. The new board will post and enter BIOS with or without my GPU, which also works and functions on my current board. Same case for the PSU, functional on the old board (current) with no problems.

So I'm a noob and don't know how to change the value in the SATA Mode, is the guide or should I go look it up?

Tried system restore, no avail.
