I've just noticed this issue a little bit ago.
In the processes tab in the task manager, it says my disk is 20% but in the performance tab, it says 100%. I don't understand why they are displaying different values. The performance tab has been displaying 100% disk active for long periods of time.
I am monitoring both vales at the same time and they do not match. CPU and RAM is fine.

Active time is not equal to disk usage. Active time means when it is being used. Not that how much it is being used. If you are having this trouble continuously, then that's a problem.

Some have corrected issue with setting the SATA mode to IDE rather than AHCI. But then you'll need to install windows again.

Also in your case you can easily see that Avast is using the disk most. So maybe it's something wrong with the avast.

The real reason is that you have 5 HDD's and only one is at 100%. So divide that by 5 and that is why the other page shows overall 20% utilization. Also you can change from AHCI to IDE without a reinstall of windows. A simple google search will show you how to do this in about three to four easy steps
