Will phenom ii x4 955 bottleneck a sapphire vapor x r9 280x oc? How much performance will I lose ?
I intend to buy an i5 4590 along with a compatible motherboard couple of months later. I believe I won't have a bottleneck problem then. My current motherboard has a pci e 2 slot but the r9 280x requires a version 3 slot ... will that be problem ? Still wouldn't it be a good upgrade from a gts 450 ?

there will definitely be cpu bottlenecking in some games. pcie 2.0 is not a issue, there are no performance differences. it will be a huge upgrade form a gts 450. if your going to upgrade to a basic i5 like the 4460, just deal with it for a while.

Okay I guess I will just avoid complications and buy these parts a week later
CPU : i5 4590
GPU : Sapphire r9 280x vapor x
Motherboard : Gigabyte GA-H97-HD3 LGA1150
Last question I am a little bit confused about the psu requirement of a r9 280x .. is xfx 650w pro enough ? Thank you again for your time.
 
your xfx 650w is plenty and a great power supply. you can power any cpu and single gpu no problem.
