Had a PSU incident and RMA'd some parts; now GPU and one HDD buzz/whine

Hi, guys. I've been dealing with this for the past couple months, and I'm out of ideas. First, here are my current specs:
- CPU = AMD FX-8350 (no overclock yet)
- CPU cooler = Corsair Hydro 100i
- Mobo = Gigabyte 990FXA-UD3
- RAM = 8GB Crucial Ballistix Sport
- GPU = EVGA GTX 760
- PSU = Corsair HX850i
- SSD = Crucial M500
- HDDs = WD Black 1TB & Seagate Barracuda 250GB
- Case = Corsair Carbide 500R
- All of my drivers are up to date

Okay, here's what's going on. This all started after an incident with my old PSU, a Corsair HX750 that I bought second-hand; it was revving up constantly and would make little whines during these moments. One day, my fan controller and all of my LED fans suddenly stopped working, so I assumed the PSU was starting to wreak some havoc. The case's front panel and PSU were both replaced.
Now here's where it starts getting weird. My GPU, which has been completely silent before this, has started to whine when under load (VSync is on); I noticed that gets quieter when I lower the frame rate. My Seagate hard drive started to make buzzing noises while reading and writing as well. In terms of speed and functioning of the computer overall, the computer runs smoothly. No lock ups or anything.
I started out suspecting that the GPU didn't like the new PSU, so put a different PSU in the computer to test it; the same sounds were still there. I returned the HX850i and got a new unit just in case, same thing still happened.
I decided to just RMA the GPU next. I get the replacement, and it still whines. By this point, I suspected the motherboard was also damaged somehow by my old PSU. I RMA it, Gigabyte gives me a replacement board, but the whining and buzz still haven't stopped.
I tested the CPU for issues, and it's completely fine; I bought the cooler while waiting for the replacement motherboard (planned on overclocking after this mess), so I'm fairly sure it's not an issue either. The only two things left are the RAM and the SSD.
Something else odd has also started happening, not sure if it's entirely related. My second hard drive, the WD Black, has suddenly been doing this thing where it reinstalls its drivers when Windows loads the desktop, and asks to restart the computer. It happens randomly though, but is most common if I have had the hard drive unplugged during the last boot.

Yeah, I'm pretty stumped. I'd really appreciate some opinions or advice.

At a guess I'd say you're getting coil whine from the GPUs. This is sorta normal. You can try to RMA it again. I don't know how EVGA will treat it. Some will RMA. Some won't.

Make sure you blow the case out with compressed air periodically to get the dust out and keep it cool. Monitor your CPU and GPU temps.

I know that coil whine isn't all too uncommon. It's just pretty odd that it started all of a sudden, along with these other issues.

Something else just happened now though. I started my computer, power supply groaned (almost exactly like my old one), and the boot failed early in POST. It restarted,and I got an all-clear beep now, but still.
I am really, really unlucky.

Did it all, everything inside looks fine. Even did the breadboarding, everything cleared. Do you think I should try testing with an entirely different graphics card and see if I get any noise?

Just tested it out with my 460, no buzzing at all. Since this is the second 760 that had this issue with my power supply, I guess this model of GPU and model of PSU just don't get along. Should I look into replacing one of them with a different model?

I'm going to look into a new GPU then; the whole reason I went up to 850w was to make room for overclocking and upgrades anyway.
