After moving from windows 7 32 bit to 64 bit I am having massive fps drops in games

In 32 bit I had 60 in some games that i am playing but after I installed 64 bit I am having massive drop from 60 to 15 I really dont know the problem my system should handle 64 bit.
in case that I need to put my system here:
AMD phenom ii x4 965
4gb ram
GTS450

Yeah, you'll have to redownload ALL your drivers and specifically look for the x64 versions of them.
Go to your mobo manufacturer's page, your GPU's your CPU's, and download all the latest x64 drivers they have.

I didn't upgrade my monitor.
it's happing in alot of games for exmple payday 2 and the res is 1280x1024

could be
but in payday when every thing is maxed I get 15 fps and same when it's on low settings :/
maybe I should go back to 32 bit?
but I will wait for more answers

I did and I still have this problem but when I restart my pc I get like 30 minutes of 60 fps than it goes down to 15-5 fps again :/
