Will this run planetside 2 on medium with at least 30 frames?

Hello peeps i just got my s lf some new pc parts and i built my self a computer, ive been using it for a couple of days now and just need some help.
My specs:
CPU: AMD A10-6800K 4.1GHz Quad-Core Processor
MOTHERBORD: Gigabyte GA-F2A78M-D3H Micro ATX FM2+ Motherboard
RAM: G.Skill Ripjaws X Series 4GB (2 x 2GB) DDR3-1600 Memory
VIDEO GRAPHICS: Radeon HD 8470
STORGE: Size: 1 TB
Interface: SATA
Rotational Speed: 7200 rpm
CASE: Corsair SPEC-01 RED ATX Mid Tower Case
PSU: Corsair CX430M


I used the storage and video card from my old hp pavilion 500-141ea as well as the windows 8 on it. I just need help with how i can run planetside 2 better then i am, it says im getting about 20-50 fps but it doesnt look like it at all, it jiggers around while i play and when im in a big fight it drops to about 17.

This is a late reply, but when you turn on the in-game FPS meter (ALT+F) does it say CPU or GPU next the the number? The Radeon HD 8470 is an OEM graphics card that is extremely basic. Your CPU isn't bad at all, and it should be performing better than it is, but your GPU is likely bottlenecking it. You could upgrade your CPU, but the GPU would just hold back the next CPU too.

I say you should upgrade your graphics card before your CPU to get the biggest performance increase. I would recommend the GeForce GTX 750 Ti. It will give you much better performance and won't require you to upgrade your PSU.
