New 290x running very slow cannot play 1440p videos on youtube

Hi Everyone,

I was super excited to open my first higher-end graphics card, the 290x by Powercolor.

I bought a new PSU 750 watt evga and i have both the 6 and 8 pins connectors connected to the card.

The card is working, but I can't even play a 1440p video on youtube which runs perfectly on my work laptop (dell lattitude) with intel graphics. Something's not right here, and my computer seems slower than normal. I admit that besides the gpu and psu, the specs are pretty bad, but I should be getting at least decent performance?

There is a possibility that there's too big of a bottleneck from your CPU, as that's my first assumption after seeing these specs. Even things like youtube still need some CPU power for it's videos. I'm not 100% sure, but I'm thinking it's the CPU.

I suspect that a Pentium Dual-Core CPU is probably not fast enough to decode 1440p video. My old Core 2 Duo at my parents' place struggles with 1080p on YouTube. You could try downloading the video then playing it with a media player that supports GPU offloading. That seems to work for me.

You'd have done better to spend half the amount on the graphics card and put the rest towards a recent motherboard & CPU. As it is, you're likely to find that the GPU will be severely bottlenecked by the CPU and the PCI-E 1.x bus.

Lets get the obvious out of the way first.
Have you connected the R9 290X to the monitor? No, don't get angry, it's a surprisingly common mistake, (especially if the system was previously being run off an integrated graphics chip) to leave to monitor connected to the motherboard graphics output.
Have you installed the latest WHQL drivers/software for the R9 290X? Again, it's a common mistake.
If you switched from an Nvidia card did you fully uninstall all the previous drivers along with any tuning/tweaking software like Afterburner or EVGA Precision and delete any profiles when asked?
And as Molletts points out, that E5700 isn't helping either.

Hey Guys,

You're right I think it's the CPU,

I can run Portal 2 at 1440p maxed out, so I think the card is working fine, but something else is causing issues with system performance. Would the card alone boost cpu load just browsing the web and performing ordinary tasks?
 
A few other things to look into:
With 'only' 4Gb of memory it's possible you have too many programs/tabs open at once each, one will eat into the CPU/memory resources slowing things down.
Run virus/malware scans, these pests can eat into system resources and bring even massively powerful systems down.
Confirm with your ISP that your internet connection is running at peak efficiency, I've had issues in the past where my 'net connection was bad and the problem lay with a junction box outside the house and not with my system.
Check the CPU temperature, it's an old system, and maybe it's time to give the CPU cooler a good clean out and replace its thermal paste.
It's odd you have such a massively powerful PSU/GPU installed in such a weak base system, are you doing a 'rolling upgrade' with the next step being a new CPU/MB/RAM?

Yeah, I'm doing a rolling upgrade, I had a basic gpu earlier, 4000 something, I thought I could get by on the current setup but yeah I think a used cpu might be the best fix, until I get a new board and ram later
