Is this a good Intel build for $750 budget (with moniter and OS?)

No, Antec is one of the highest quality brands for a PSU, look it up.

FYI there is are some good deals on R9 280 for just a tiny bit more $.

Only for the higher end. The lower-end ones like the Basiq aren't made for high loads, so with a discrete GPU it would be better to use one of these:

They're cheaper, too.

Yea the Antec Basic 550W is not a very good deal among it's similarly priced competition from SuperFlower made Rosewill's and Seasonic made XFX's (and of course, Seasonic made Seasonic's). There are nice 450W PSUs to choose from that are built better for this application.

The best really dirt cheap motherboard for something like this would be the Biostar Hi-Fi H81S2.

I advise no less than a B85 D3H, H97 D3H, or H97 Pro4 personally but if you're pinching pennies the H81S2 is best in class.
