What is wrong with my monitor? Is it graphics card problem or monitor?

usually it just blinks for one second, but just now that just happened. IDK what is wrong because i just build this computer a month ago. so everything is new. is it my graphics card? I don't think its over heated because I have the 212 evo and it not even hot. i was just on youtube when that happened

You aren't going to find a Driver that say's "for use with powercolor r9 280", you are going to find a driver that says this "Radeon™ R9 200, R7 200, HD 7000, HD 6000, and HD 5000 Series".

Your driver is Called "AMD Catalyst Control Center" current version is "Omega 14.12"

Here are some direct download links. Pick the one for your operating system and it will install the proper drivers.

Windows 8.1 64bit...

The fan i am using is the evo 212.

Why do you need to know where i live? I live in the usa.

So what i did to solve this issue? I tried updating all my drivers. I couldn't find the driver on the powercolor website so the driver update software i downloased from cnet install it for me and all my drivers. It didn't solve the issue. Idk when this happen but i think it happen when i was installing smite. I didn't like the game so i uninstall. Everytime i play league of legends, i press f9 to switch screen so i can enter my browser and when i do that it flickers for one seconds with colors. Not always but sometimes. Today what you see in that pictures. Happen when i was watching a youtube video first time it was that bad.

I also troed replugging the hdmi cable. No help. I have a dell 1909w monitor. 19 inch.

Is it my gfx card

Why do I need to know where you live? To see if humidity could be the source of your problem. I've seen computers run into screen flicker issues because of the humidity. Since you've updated all your drivers, I suspect the problem might very well be a faulty card/monitor.
