Can GPU work without fan?

Solution
The latest GPU's such as the GTX 970, 980, Titan Z, and upcoming 960 are all designed to run at 0RPM in idle. My GTX 970 idles at 40C on light/moderate work. Only when I'm rending video/gaming do the fans turn on.

Your graphic card only uses 70W (which is low) so not having the fan turned on might or might not work. The graphic card's heatsink is very small so preferably, your computer case has good airflow. In the best case scenario, your case has a side fan blowing on the graphics card.

I suggest purchasing thermal paste and reapplying it to the GPU. The old thermal paste will be cracked and hard and not a good conductor of heat. As long as you don't stress your GPU, it should run at an acceptable temperature without a fan.

Hope...
