MSI Geforce GTX 760 4Gb Twin Frozr

Every single game that I run stutters and has so many frame skips it feels like the play on fast forward. Not just new games, either. I noticed it first on Skyrim, and thinking it was the mods I restored to vanilla. It didn't fix it. Eventually, I tried booting up Half-Life 2 instead, and got the same stutters. Same with vanilla and modded Aliens: Colonial Marines, Shadow Warrior Classic Redux, Half-Life Source, and Dino D-Day. I tried re-installing, no change. I tried updating drivers, no change. I tried rolling back the drivers to a previous version, no change. I tried a different PSU (600W), no change. I tried changing the modular cables and which ports they were attached to on my PSU, no change. I disabled V-sync, no change. I am at a complete loss. I've updated all my drivers, updated my BIOS, and nothing works.
I have not overclocked anything.
A friend gave me his R9 270x 2GB card to try, and I STILL get the same framerate stutters. Someone please help me, I am so lost. I have no idea how to fix it.
UPDATE: I ran Skyrim with FRAPS on, and I'm getting between 600-760 FPS. I am attempting to limit frames per second now, will update when I figure that out.
UPDATE 2: Used Nividia Inspector to limit the framerate to 60fps, and now FRAPS is reading constant fluxuation between 50 and 70 fps. I'm at a complete loss, I've looked everywhere and I've tried every fix I can find. Maybe I'm just an idiot, can someone please help?
