Equal Settings on an Old Vs New Game - Which Would use more GPU?

This is a total curiosity so bear with me.

Suppose I am playing a somewhat older game, let's say Assasins Creed, on max settings 60FPS stable. Then suppose I play Assasins Creed IV on medium settings 60FPS, and let's just say in theory that both look the exact same.

Which game would use more GPU usage? Are the newer games more efficient for using a newer version of DirectX?

Typically newer games are more efficient, but it is really up to the developer to ensure that quality. The newer game would most likely still use more GPU power due to the need of rendering larger, more complex objects (regardless of graphics.)
