Yes, you were right. I checked & it was power consumption of full system. 270x uses only around 120 watts on load. 100w will be more than enough for 4150 & 100w for the rest of the system which adds to 320w. 110w is still spare. Don't you think the 430w will be enough?
Honestly, yes I do think it will be enough. That is a high end PSU, with good protection. I'm not promising anything of course, as you are at the limits of what I would personally try, but you should be ok with that PSU.

R9 270x TDP is 180 W
Rest of system 100W
Overhead 150W
Total recommended: 484W. That's with a lot of overhead though. Your PSU will run it, but it'll be working somewhat hard.
That would be total system power I believe, not just the GPU.
My estimates are at an extreme, unrealistic full load draw which will never happen. I just prefer to have over what is needed.
