My PC wont turn off by holding the power button

OK so my problem is that when i hold down the power button on the tower my monitor turns off but all the components stay on. The only way to turn it off is to unplug the psu or flip the switch on the psu. if i turn the switch back on the psu, it turns on by itself but not the monitor until i press the power button. Whats the deal?
My components are:
Asus Gryphon z97
corsair vengence low profile 8gb
gtx msi 970
Corsair RM 750 Psu
Corsair H100i cpu cooler

Hi, i also have this issue

The computer goes blank screen

but it only happen when it fail on CPU stress test , im overclocking

now its all back to normal when i found stable voltage

i just wondering what can cause this, usually computer should turn off by pressing power button for 5s
