Need Help with Sudden FPS drop

Hey guys I have a problem that im having trouble sorting out.

I play Cs:go and usually average about 250-300 fps in game. Starting yesterday out of the blue I began having fps of around 100 give or take. I've tried updating my drivers and setting all power settings to maximum but to no avail. The only difference I can tell is that my computer doesn't sound like its spinning up to full speed. I can definitely tell the computer is running allot quieter while in game and is no longer spinning up. Any ideas?

Ive also looked at cpu temps and they were fine, and I went through all the nvidia control panel options. Does anyone know how to force my gpu fan speed higher atleast? I don't understand why all of a sudden the game wouldn't require max fan speeds?

Ok I re-updated the drivers and this is the new reading:

GPU core: 125.8
GPU memory clock: 1249.7
GPU temperature 57.0 c
fan speed: 50%
memory used 712
gpu load 95%
video engine load 0%
1.1250v

The fan still doesnt seem to be going up that much while gaming. I downloaded msi afterburner and forced them up to 90% and none of the above numbers changed besides fan speed obviously. It still sounds however very quiet compared to usual, maybe my cpu fan isn't running at full speed either? Thanks for the help I appreciate it.

Any ideas on what might be the issue then? All I can seem to figure out is that my computer used to sound like a vaccuum cleaner and had great fps and now its silent and my game plays like crap.
