Can't run some .exe files, and can't download and install files from web.

So I play this game called counter strike Global Offensive. And for it you can get a premium service called ESEA. The details don't matter. But for the last couple of days I was unable to open the ESEA client .exe file. I uninstalled and tried re-installing just now, and the download happens, but can't run the installer. It's the same problem for malwarebytes, It downloads but won't run the installer.

I'm wondering what the problem and solution is? Been reading similar threads from eyars ago, and some of them said a reason could possibly be a trojan? I have no clue what is happening, so any help would be greatly appreciated.

It's just from steam. It's not the problem. I only download games from steam. I've also reinstalled windows a few weeks ago, and haven't torrented anything since before the reinstall. Nor have I downloaded anything fishy. It's come from nowhere.

And how would I solve this issue without the aid of malwarebytes? What actions can I take?

Start with a recue CD of some sort. Boot from that, and whatever malware/virus may be on there won't run to begin with.

Start with this:
Kaspersky Rescue Disk 10

Uhhh so I've downloaded it, but I need to run an .exe file in order to record the kapersky data onto a USB, but I can't run .exe files cause of this stupid shit on my pc. So this won't work.

Neither had a solution.
