OS hdd fills up 100 percent when launching game or alot going on, new hdd's

i have a issue where my hdd with the os in it fills up to 100% and freezes the computer but i can still move my mouse on the screen. both hdds are new 1tb hdd's any help is appreciated i ran tests on the hdd to see if there was dead sectors and everything is fine.

Specs
windows 8.1 64bit
8gb ddr3 ram corsair vengeance
amd fx8320 cpu
550ti gpu
m5a97 LE R2.0 motherboard
2 1TB hdd's one with just windows in it (the one that uses 100%)

I think its a driver issue, i fixed a laptop that had that issue, all i could do was windows update, restore OS, slimdrivers, registry cleaning, virus and malware scans etc, and also found some mouse hidden settings somewhere that i changed around. Windows 8/8.1 is pretty terrible IMO.
