dell optiplex 755 getting a new cpu cooler that will fit on the motherboard

Most OptiPlex'es I have seen don't have a cooler-and-fan combo bolted on the CPU, but rather a hood which goes over the CPU cooler toward front or rear panel where there is a cooling fan.
Why you need to change it? Did you change your CPU? I suppose you've already checked Dell' site

Dell uses a proprietary heatsink/shroud, with non-standard mounting holes. There is only one shroud, and two different heatsinks which may be attached to the shroud. The lesser heatsink is all aluminum, and the better one has a copper plate and copper heatpipes. You really only need the latter if you replace the CPU with a higher power CPU, like a quad core.
