difference between a psu with 2 25amp 12v rails and one with 1 12v rail?

Not necessarily.
The total +12v amps is rarely the sum of the two 12v1/12v2 sections, but something less.
Look for the total amps for +12v. If you see watts for just +12v, you can divide by 12.
That said a psu such as you describe is likely go be perfectly fine .
