Well, conformal coatings are like a varnish that's generally used to protect a PCB from anything that might come in contact with it, and that's a Peltier cooler listed right beside it. I'm assuming they expect you to coat your motherboard in order to protect it against condensation. Peltier coolers work in very basic terms by moving all the heat from one side of a ceramic plate to the other... they use a lot of electrical power, and it's actually possible for the cold side of the plate to become colder than room temperature, and for it to get cold enough that condensation takes place.
