Battlefield 4 mystery dropping frame rates despite performance test indicating high FPS

Hello, first my specs
Intel G3258 (not overclocked, I'm new to PC gaming and am still figuring this out)
Radeon 260X Overclocked ASUS edition
4GB 1600 RAM (I know this might be the restricting factor but I've heard it shouldn't be a problem)
Windows 8.1 32-bit (My friend accidentally gave me the 32-bit CD when he lent me a key)
Hi, at first I could not change the graphics settings due to the 32-bit OS, but after updating to AMD's Omega drive, I could suddenly change anything I wanted. Well I proceed to mess around with the graphics and found to my disbelief that no matter what setting I would still get annoying frame rate drops in large 64-player games, 48-player games and certain maps. In the game, I even ran the system performance test in order to see what I was working with at low, medium, and high yet overall it looked as if the test said that I managed a good 40-60 FPS on Medium to High. Even when I'm on low and I getting maybe 60-70 FPS, I still get frame drops when I'm actually playing. This is not an internet problem since I'm running a LAN set-up and I get 20-30 ping consistently. What is the problem?

Your CPU is going to struggle massively on a 64 player server. It is a budget processor. I'd do as Cons suggested and see if you get fps drops on a 16/32 player. This way you can determine if this is a CPU bottleneck. 64 players planting C4, crashing jets and client polling takes it toll on slightly slower systems.

Try lowering your settings to the lowest you can. If you still get the FPS drops then it is definitely your CPU bottlenecking your video card. (Would still recommend a video card upgrade also!)

BF games love quad cores. this is true even back in bf3 (not sure about older games)
try to play in 32 player servers if you want a smoother experience. and stay at medium settings. some eye candy is well worth the sacrifice for a more stable fps
