Graphics Card Preventing PC From Starting

I posted a thread about my problem earlier this morning but to no success of fixing the problem. I do appreciate the help i recieved. I thought that my mobo was the cause of my pc not booting, but when doing a barebones bootup I found that when inserting my video card (amd radeon HD 7950) my pc would not start. The fans twitch but thats it. I need to know if my card is fried or broken before i go out to buy a new one. Thanks.

Edit: The card work last night when playing a H1Z1. My pc just shut off and didnt want to turn back on after that.
 
Solution
No click. Make sure you have selected PCI-e as your main display adapter in bios. Make sure the card is fully in the pci-e slot and the power cables are properly inserted in the molex connectors on the card. Also try switching to another pci-e connector in the same system. Try swapping to a different output on the video card.

Asus 970 extreme 3 mobo , Amd Athlon II Multi-Core 3.0ghz. Fatal1ty Gaming Gear psu 550w. This is all I can remember pff the top of my head and lookinggat some of the boxes left in storage. The video card has a vga slot on the side and thats where the monitor is plugged into. Ive also used compressed air to clean the slot the card goes in and the contact point of the card itself. I dont have and alchohol that is non harmful to my parts to aid me . Is there suppose to be a click when inserting the card?
