when games post recommended setting (what does it mean)

as the title says most games announce min and rec setting on which a pc can run there game now my question is the recommended settting of a game posted does it mean running the game on ULTRA? ( no AA i guess :p ) or does it mean running it on a stable condition more like 30~60FPS on med setting.. i obviously ask this because my current GTX 980 runs DA:A on altra on 1440P no AA at an average of 50~ish FPS and im looking forward to try out the Witcher3 and i want to know how well will that run given that im much more above the recommended setting for that game..

Generally minimum requirements are the bare minimum, meaning, even if you meet the minimum requirements, its a very real possibility that even though it works, it is unplayable from a enjoyment stand point.

Recommended is essentially what they think you would need to run it at desirable settings / FPS to enjoy the game the way its meant to be played.
The recommended settings usually mean on "high" settings, ultra settings can easily go above what's recommended.
And the minimum/recommended settings can be wrong as well, as it will depend on how well a game is optimized, or they could just be completely wrong like in the case of Watchdogs, which you could run on much lower specs just fine.

They're really just assurances of "if you have this it WILL run"

It's pretty impossible to gauge performance until a game comes out anyways.
