GPU no Signal and isnt detected. Onboard works fine

Heya guys just build a new PC but running into an issue. My GPU isnt being detected at all. AMD catalyst/Decting software isnt finding it and if I plug my HDMI cord into it I get no signal whereas my onboard works fine. I went into my Mobos UEFI and the primary graphics adapter is set as PCI Express. Going into the system browser in UEFI I dont have my card appear at all. Fans on card are spinning and everything else is working fine
MOBO: ASRock h97 Pro4
GPU: Raddeon R9 270x Sapphire 4gb

Card is brand new. Just got it a week ago. Dont have any other desktops lying around to test it with sadly. Didnt try it with one RAM stick so Ill try that and I just reseated it. Still nothing

Wouldn't a short affect everything though? Ill give outside testing a shot though
