CPU Running At Consistent 30% How Do I Increase "Max turbo clock" Past 800 MHz?

So My computer is acting up again. I've only built this a month ago, and it is a huge pain for me to fix things. First my CPU only ran at 30% usage constantly, then my onboard audio died. I fixed the CPU somehow by running Prime95, but i had to system restore to try and fix the audio, and my CPU ran terribly again. (BTW, that didn't fix the audio problem) I resorted to buying a separate audio card, and that fixed it. So now i'm back to my original problem: Cpu only running at 30% max usage.

I ran Prime 95 again, but this time it didn't fix it.

I ran 3dmark, and compared it to my good score. The only thing that is different is the max turbo core clock. It is stuck at a max of 800 MHz, shouldn't it be higher like my other score? Is there a way to change that with a program or maybe in my bios?

I don't think you understand. My CPU never goes above 800mhz usage on max load. It is like its set to never go...

1. You have a very powerful CPU there, so don't be surprised that you are only using 30% of it doing what you are doing.
2. Prime95 is used for burn in testing and as such stressed the CPU, hence your usage will be higher.
3. Turbo Boost will only work as far as the cooling on your CPU will allow it. If your CPU runs hot, you will get less TurboBoost than if it was running nice and cool. This is built in to the CPU and there is no way to change this.
4. You would be very lucky to get that 800MHz boost and it must have only been on 1 CPU core. The stock settings for this chip is a 400MHz boost on all 4 cores.

I don't think you understand. My CPU never goes above 800mhz usage on max load. It is like its set to never go above 23% usage. EVER.
Anyways, I figured it out. Somehow the definition of "High Performance" was set to use only 5% on max usage. I found this out by turning my power setting to balanced and watched as my cpu went up to 100%.
I have no idea how it got set otherwise, but its fixed now. Thanks!
