Solution
It will last more then AMD for sure, and stream programs are getting better every day,OBS even have option to use Intel IGPU to remove some stress from CPU what makes it even better pick and leave more CPU power for game.

yes! i have been streaming for about 2 months.. i only play and stream league of legends. soo i know much bit rate i need and how to adjust if i start to drop frames.. i have stream before with at least 5 uploaad speed.. once i get this computer.. i will upgrade my internet.. also in a side note. i have talked to my friends and they say the AMD FX-8320 CPU (8x 3.50GHz/8MB L3 Cache) seems better then the Intel® Core™ i5-4690K Processor (4x 3.50GHz/6MB L3 Cache). is this true? 8 cores seems better then 4 cores?

No, even the cheapest Xeon costs more than twice as much as that CPU. Its enough for what he's got.

post my current specs! lol its a potatoe! you will amazed how it didnt blow up yet! its an old computer!

Dell
Optiplex 790
Intel core i3-2100 Cpu @ 3.10 GHz
Ram 4 GB
64 bit.

soo as you can see i dont stream high quality games.. but i do giveways to make up for it and talk to my viewers! some of them helped me by donating some money to invest into buying a new computer.. i was think from 800-1000 dollars... i heard both Amd and intel are good.. but now my friend told me just go with intel... just better performance in general! twitch.tv/randallestacio you can see some videos on how bad i stream.. but i still get around 15-20 viewers when i stream.. sure some may be there just for my giveaways.. actually yeah... maybe just there for my giveaways Q_Q... poor gamer Q_Q

Here are some changes i made for you since you told your budget is between 800-1000$ and AMD system was 880$ this one is cheaper but better.

This system will push all newer games with no problem maxed out and will last you.
There can be done some more changes if you want, but just for LoL it will be more then enough.
You can stream in 720p60 fps or 1080p30 fps and LoL will stay above 60 FPS all the time with max settings.
