Whats a good CPU & Mother Board that would handle GTA V pc? I'm planning on playing GTA V on high/ultra settings. As of right now I'm getting a GTX 970 with it but I'm kinda low on budget.. does anyone know whats a good cheap cpu/Mobo? my budget is around $250+ excluding the graphics card.

So your total budget would be about $600? I would probably wait a month or two for new graphics cards to come out (like AMD's 3xx series and 960 ti) and save more money. For a decent gaming rig, I would reccomend at least $800. As GTA V won't be released until March,so you have a few months.

Maybe an i5 4460 and Asrock h97 mobo? This adds up to about $270, not including graphics card, case, hard drive, CPU cooler, and PSU
