I5 3570 Do I need a cooler? And will I have enough power?

1. You don't need an aftermarket cooler unless you are overclocking, which you can't anyways because it's a non-k processor.

I haven't experienced a stock Intel cooler, but I can assure you it's not even close to as loud as AMD FX stock coolers. It should be fine with the stock cooler noise wise, but you can always buy a Noctua CPU cooler which are the quietest of them all

It depends on what aftermarket cooler is on your GPU. It will be louder if you bump up the fan speed. It's a single fan cooler so it might be slightly quieter depending on what mode it's on.

Use AMD Catalyst software or MSI Afterburner. Disable auto fan speed first. Set your preferred number.

Replacing the GPU cooler is more expensive and much more complicated. If your temps are fine with quiet fan speed then it's not worth it. I would only replace the GPU cooler when I decide to do massive overclocking, and for that I could recommend Arctic coolers.
