PC won't boot while graphics card is plugged in

Okay so when i hook my GPU up to my PSU, my PC fails too boot, The fans just spit for like half a second and off. I have researched this a bunch i have tried all kinds of things. Now i have it working right now, basically i have it rigged up to another PC. So basically i have the two power slots that my GPU needs for power plugged into another PSU & with that my PC works fine. Now i have had it like this for a couple weeks and now i am ready to fix this problem i don't suspect any of my parts are bad, but i guess something is. So my PCI-E 1 slot works fine since i have it current powered on with that slot, i have also tried another GPU on that slot get the same results, also tryed PCI-E 2 with my GPU and another one nothing same result as well. When i put the GPU in another PC it works 100% fine also. So really i have no clue what to fix, RMA, or replace.

OS - Windows 8.1
CPU- i7 4770k
GPU - MSI GTX 760
PSU - Corsair CX750M
MOBO - AsRock Z97 Extreme 3
RAM -16gb GSkill Ripjaw

Hello... Just one time with 1.40 version. Typically use a GOOD USB stick to do this and have Windows format it for FAT32... copy the file to the USB stick... and see if your BIO's "instant flash option" will accept/see the 1.40 file on the USB stick.
But read your manual/PDF as to what they suggest as a procedure... http://www.asrock.com/support/BIOSUI.asp?cat=BIOS8
Read the warnings below... " if there is a flash error, do not re-power the computer, reload/revert the previous Bios " .

your video card is gone. it may work a bit,like showing thing on screen. but.........................................its probably not fully functional it maybe semi functional, so drivers wont even install. the power supply part of a card is total different from the other parts of the card.

Nah that ain't it cause my GPU is fine. I play just fine on games with maxed out settings. Also all my PCI-E slots work fine.

I am going to look into BIO upgrades, but aren't there high chance's of bricking your MB? Cause i did one years ago to my AMD rig & it bricked it. Also i don't got a warranty anymore on my MB and i would rather not brick it. I also tried enabling the PCI-E slot in bios setting it didn't change anything right now i have it set on on-board just for the fact, when my PC turns on it detects my on-board card, cause i use my on-board card for my TV if i wanna watch Netflix on, cause i got 2 monitors on my GPU.
 
Hello... Any Bios' change must be " Saved and Exit " and Powered down.
Yes ... if you do not use the correct BIO's and/or follow procedures... The re-programing will have BAD results.
I have flashed MB's, Video cards, industrial machinery... The point is that with new Equipment that comes out for computers, MB makers have to adjust the BIO's Programing for the hardware to be seen or used.
Do you know your Version? and is there a Newer Version?

I have had it like that before when it was just PCI-E and it still did nothing. So are you saying that i have bad programming in my BIOS??
 
Hello... I am saying that there is a list of items you need to go through to solve a problem such as yours...
MB BIO's update is on that list.
The point is that with new Equipment and plug in cards that comes out for computers, MB makers have to adjust the BIO's Programing for the hardware to be seen or used... THIS is A GOOD thing!!! otherwise we would have to buy another MB every time we Buy a new Video card.... AND that would be a Bad thing... $$$
This is also called "Product Support" and keep customers returning for their products.

I understand you being SHY about this... but it is a common procedure and YOU can BE SUCESSFUL at doing this... You also have an option to pay one-way shipping and have ASROCK do it for you.

Do you know your Version? and is there a Newer Version?

Yes i have 1.20 Version and yes there is updates out now what would be the safest way to do it? I know in my BIOs there is an instant flash option that does it all for you. Also do i just download the 1.40 version and flash it or should i flash all the updates up too 1.40 as well?
