Depends on how heavy your web design/development is going to be. If you plan on strictly going for HTML/CSS and Javascript, be it natively coded by you or a library, pretty much anything with a decent dual core processor will be ok; if you, however, start to factor in extra stuff, such as pre-processors, UI frameworks and portal frameworks, you will need something beefier, especially if you get in touch with web or application server runtimes and plan on a lot of people visiting your sites.
In any case, GPU obviously doesn't concern you as much as CPU and RAM do.

Both will be perfectly fine for basic usage, or for a light web server based solution which also sports some pre-processing mechanics. Get into the upper tier, however, and they may not cut it CPU-wise.

If that's OK for you, I'd go for Asus; Toshiba Satellites are just a never-winning lottery quality-wise...period...

As an Algonquin College student who has done Web Development (I've worked with HTML, JavaScript, PHP, and CSS), I can assure you that it's not a huge task so either laptop is fine. My tasks were pretty light but like Vynavill said, if you're doing something heavy like frameworks and portal framworks, you're going to need a lot more CPU and RAM power. In my honest opinion, I'd go for the ASUS as I always had problems with Toshibas.
