Trouble with internet usage while downloading from Steam

Has anyone else had trouble with using the web while downloading from steam? While I am downloading content from Steam, the download (according to the steam download manager) is using a maximum of 4.7 Mb/s. According to the Windows 7 network monitor, it is using 4% of my network. While downloading from Steam at these rates I can-not even load up the Google home page. I have verified 35Mb down, and 15Mb up, service. And currently am connected through 800Mb wireless AC. I do not have trouble streaming video while running torrent files at somewhere around 2-4Mb/s download. I'm not sure if i have made a error in my nomenclature or my math somewhere, but I knew that someone here could give me a quick explanation.

Crap Steam is downloading at 4.7MB/s which could explain everything...

your internet speed is maxed out from steam.

your router and pc nic are capable of much more than your internet speed is. windows reports the nic speed not your internet speed. the extra speed on your network is used for moving data around your house internally, such as streaming media to separate devices or sharing resources.

you will need to cap steam's download rate if you wish to surf the web at the same time. won't need much but cap it at about 4 mbs to leave that bit for web surfing.
