Home Server Build with older hardware question

I have an older computer that I was thinking about turning into a home server. I have some requirements that I want, but not sure if the hardware is going to be good enough for these requirements.

I have a Gigabyte GA-8IPE775-G Motherboard (specs at: http://www.cnet.com/products/gigabyte-ga-8ipe775-g-motherboard-atx-lga775-socket-i865pe/specs/), 4GB of RAM, with an Intel 3.2Ghz dual-core processor. I haven't purchased HDD yet, but probably a couple of 4TB drives for storing the files.

What I want to do is:

Run a Media server to stream to all of my mobile devices, and game consoles, AppleTV's etc.

I also want to build a web based front end that runs in a web browser that allows access to certain files/videos/pictures but restricts access to others and streams via a web browser. I can build the front end being a PHP developer.

I do NOT need access outside my local network, it would only be for home based use.

Would this hardware be sufficient for my purposes?

If it kept out of the way like my servers, any case will do and I would watch for a good 500W range good quality PSU on sale. I often use FreeNAS because I like zraid for lower price builds.

Thank you RealBeast. Do you have recommendations on case and power supply. Obviously want something that is fairly quiet and generates the least heat possible, as it will be running all the time.

Also, do you know where a good tutorial is to get the right software, and setup for my purposes? Seems every one I have looked at is for building a server that is for public use, and my needs are only for in-house.
