BSOD errors when installing Windows 7 32bit home premium on a Shuttle FM20 machine

I kept getting BSOD with Windows installed- Windows installer encountered problems and every MSI or EXE file I tried to install would tell me that a file is corrupt and to redownload and try installing again. I've done Memory Diagnostics and it passed, but when Windows 7 32bit was installed, the task bar had a weird look to it. I did sfc /scannow and CBSlog has a lot of errors that can't be fixed. I've exhausted all options in recovery mode and checked with Shuttle K48 (board) and my NIC driver is current, video driver is up-to-date using Intel Diagnostsics tool and chipset is up to date. Bios is the latest according to shuttle's website. Shuttle FM20 is the board name v1.0. I've messed with voltages. I have 2 DIMM Crucial maxing out the board at 4GB (lol) and they are rated at 1.8v. I let bios choose the best setting at first, but then I increased the DRAM voltage to 1.9 (lowest option available.) Basickally with Windows insalled it would blue screen and crash all the time unexpectedly. A lot of the BSOD's show me that it's bad memory - Crucial did an RMA replacement. How do I know if it's the board? Is there a way to visually inspect the board to see if it's crap? HDD shows up in Bios it's a WD 150GB.. I can run CHKDSK on it and it claims 0 bad sectors. Since I thought WIN 7 was hosed, I wiped it out again and used a different ISO (One that TomsHardware published a link for.) Now I can't get Windows on it at all. It gave me Memory_Mangement BSOD and it's given mew Cache_Manger BSOD. It won't get past Expanding Windows Services (40% ish)... any ideas? Is memory the problem? Is Mobo the problem? is HDD the problem? CBS.log has a bunch of corrupt dll's that can't be fixed and now I can't get Windows back on it. It also crashed in SafeMode with networking and I set MSCONFIG to selective startup while troubleshooting. One more thing -- I activate Windows with the Automated phone and then as soon as it crashes, it says my Windows is not genuine. I found a fix for that running CMD as elevated and typing SLMGR -REARM. ALl that does is bring up the activation screen again so I can click to activate by phone again. It's all related, but I don't know whats causing it to crash... any ideas?? Thanks for reading this.

Shuttle FM20 is the board name v1.0.

I show that the model you are referring to supports Celeron D and Celeron 400 series CPUs. The Celeron E1400 is not a supported processor.

I show that the model you are referring to supports Celeron D and Celeron 400 series CPUs. The Celeron E1400 is not a supported processor.

I had to redownload a different ISO from Microsoft and take apart the PC and put it back together. No capacitors were bulged/leaking. I'm thinking it was either something not connected correctly on the mobo that now is and/or a bad OS install. PC is working flawlessly now - no memory issues/no bsods/no crashes *knock on wood.* Thanks everyone!
