Generally i would look into premades at that pricerange if you can find something usable. As it's really difficult to put together anything for such a low budget.

However if you have operating system you can install and you don't need an optical drive, this one using de.pcpartpicker.com gets you close.
It uses the APU graphics which should be ok in the short term, has beefy enough PSU and case to handle a graphics upgrade in the future.
So basically you can slap in an optical drive which are usually in the 15-20euro range if needed, and then possibly upgrade graphics sometime in the future if needed.

Depending on what is wrong with your current PC, if you can salvage some of the parts such as optical drive, case and maybe PSU you should be able to get something cooked up for 300 euros. Otherwise you might wanna look into some of the lower end prebuilt ones available, if there are any in that price range.
