XFX Radeon HD 5770 idle clocks and voltage

I have noticed that this GPU does not lowers clocks and voltage "properly"; voltage stays as 1.0000mv; at idle and at load.

As you can see in that screenshot (which was taken at idle) the clocks does not match what Aida64 says is the idle State #5 GPU: 157 MHz, Memory: 300 MHz.
Also comparing the BIOS version shown in GPU-Z to the latest in TechPowerUP database seems to be the latest.

Any ideas how to make it idle properly? Thanks in advance.

Do Not mess with it if it is working fine. Trust me!
I just got done fixing my friends XFX card.
He was getting flickering in 2d mode because he didn't have enough voltage.
I had to track down a new bios posted by another xfx user. It locked his 2d clocks at like 900mhz and vddc voltage at 1.2. It stopped his flickering problem though, and it was the newest bios shipped with his card.

BTW XFX has a shit website, no updated bios, or tools to update it.

Also, I find it strange that Aida64 shows the following:

ATI PowerPlay (BIOS)
State #1 GPU: 850 MHz, Memory: 1200 MHz (Boot)
State #2 GPU: 850 MHz, Memory: 1200 MHz
State #3 GPU: 400 MHz, Memory: 900 MHz (UVD)
State #4 GPU: 850 MHz, Memory: 1200 MHz
State #5 GPU: 157 MHz, Memory: 300 MHz
