Shared folder on server, access is denied

Hello all. I have an issue with a shared folder on a server between a Windows 8 user and a Windows Vista user.

We have a server where everyone saves their projects. On this server we have a special folder that is shared by two people (out of 20 or so). By shared I do not mean normal windows shared, by shared I mean that both have access to a folder on the server that is invisible and unavailable for all the other users.

One user is able to access this folder without issues, the Vista user cannot access the folder. When I try to map the pc to the folder on the network, it says Access is denied. Where would the permissions for these folders be?

Other important info: They are on the same network (both wired), but no one in the building is connected to a domain (we do not operate that way)

Thank you for the answer. Unfortunately this is something that is suppose to be handled by our network administrator. The computer that controls the server needs to grant permissions; I cannot access the server computer. So I leave to the paid IT people :)
