System programs not loading

I built my PC and it has being working completely fine until 2 days ago when I turned it on and windows audio service wasn't working so I restarted thinking that, that would fix the problem but it didn't help. After restarting windows audio service and my start up programs didn't turn on. Next I notice things like windows update, control panel, command prompt wouldn't load, they would turn on but they wouldn't load to the step of whatever it was i was trying to do. I noticed that my WiFi connection is acting really wonky not connecting properly and windows when it ask me to sign in (running windows 8.1 btw) would just close making me believe I signed in like normal. Programs like steam, Skype, iTunes, and anything else not related to system files runs fine.
 
Solution

The system file check takes time.
Restart the computer in safe mode and try SFC from here. If something else is slowing down the scan, the safe mode will solve it. Give it a couple of hours and see if it completes. It should complete, there are instances where it won't be able to repair the computer and throw up a message that it found problems but could not fix them, but it should complete, not just lock up.
