Additional Comments:

CPU:: at least quad core. I have fx6300 in mind but that's not the first al choice
Mobo :: decent mobo

GPU :: powered enough to play games like GTA V, Fifa, Mafia at high(not ultra high) settings.

PSU ::: Cheapest but decent.

Case :::: well ventilated and a side window:D

At last RAM ::: any cheap ram that fits the budget

And Most Importantly, Why Are You Upgrading:
Imagine what would you do if your browser gets crashed when you open www.Google.com? :??:

you kind of have a very tight budget for your needs; are you open to a staggered upgrade model, where you buy the essentials now with the budget and later add more budget for upgrades? Or you only want to spend 30k on the pc and that's it; the build suggestion would be different based on your inputs so let me know;

Lolz OK then GTA v at normal or low setting.
Actually what I was trying to say is I just want to okay those game right now I can't even think of it with the PC I have

yes you are right !!!
I'm not interested in the best GPU right now, any decent GPU will do. I'm planning on buying r9 270x or gtx 750Ti in 3 4 months. As of now i want the best CPU and MOBO combination.

and yes right now I'm interested in the essential part right now
