HELP!!! Toshiba not allowing me to do ANYTHING that requires permission from Admin. & I AM THE ADMIN!!

HELP!! I have a Toshiba Satellite PC running on Windows 7 and it won't let me act as an administrator!! I am the ONLY user and it clearly says that I am the administrator. But somehow it keeps giving me the pop up "Windows cannot access the specified device,path, or file. You may not have the appropriate permissions to access them". This is popping up for EVERYTHING I try to do on my laptop whether I'm trying to run a file, download something or click on anything that only an administrator can control!!! I tried doing some of the helpful steps that I have found researching this problem but couldn't follow through the entire steps because I would get a access denied pop up when I tried clicking on anything that "only an administrator" can click on/have access to. I also have checked the settings and security and it says I am the administrator with full control but when I try to edit or click on ANYTHING that has the yellow/blue shield symbol on it I get a Windows Security pop up saying "Can't open control editor. Access denied" I have tried to reset my computer but it wont allow me to do so. I am running out of options!! I really don't want to pay to fix my laptop if its something I can do myself but I just don't know WHAT IS WRONG WITH MY PC!!! CAN ANYONE HELP ME PLEASEE!!!!!

Yeah, that's the FIRST thing I did prior to posting my issue here. They redirect me to some tech support office across the world where in order to even let me know what is wrong with my PC I have to pay a fee so they can help me. I think if all else fails I will be calling Geek Squad!!
