hello i have a sapphire R9 270 OC 2gb ddr5 but run it with i3 2120 so it run on pci 3.0 so is there any major performance decrease in gaming plz reply if i run it on pci ex 2.0

The card is compatible with both PCIe 2.0 and 3.0, and they both have enough bandwidth for the card, so they will perform identically with your 270. You can put it in either slot.

no, maybe if you dual top end graphics cards but certainly not anything single. Google pcie2 vs 3 for more info, there's plenty info regarding this.
