8 gb of RAM (3.96gb usable)

Hello, I have 8 gb of RAM, but my pc is only using 3.96 gb. Does anyone know how to fix it ?

my specs :

proccesor : amd a6-3650 (4 CPUs) 2.6 GHz
motherboard : ASRock A55M - HVS
Windows 8 pro 64 bit
video card : geforce gtx 550 ti

I checked dxdiag and it says windows 8 pro 64bit

What RAM configuration you have ?
Is it 2X4gb or 1X8gb?
Also run msconfig, go to "boot" tab, select "advanced" and uncheck the tick (if it is there) in the maximum memory option.
Restart.
See if it helps.
